A phone dump in the classic sense is when all of the call logs, messages, photos, emails, browser history, location data and anything else stored on a cell phone or smartphone is downloaded.

Phone dumping in online jargon refers to when someone is talking to you on the phone while they are going to the bathroom, or "taking a dump".
