Using a previously cached copy version

What a browser will do when it cannot connect to a server that hosts the Web page you are trying to access.

This phrase means there is a copy of the Web page on your local computer, from the last time you visited the site, and your browser is defaulting to that because it has "timed out" while waiting for the Web server to respond to your request.
