In modern jargon, this refers to the range of interests that a company or individual is focused on. For example, "With voice portals on everyone's radar screen, a wide variety of companies are now trying to figure out how they can voice-enable their businesses." Another example: "There is no technology that allows him to use a PDA; in fact, the blind are not on anybody's radar screen yet."
