Traditionally this indicates that something has been taken out of a quote or passage. It can also mean "and so on" when placed at the end of a sentence.

When you see this in chat rooms, it means "I'm still here, you have my attention," or "I don't want to interrupt you to tell you I'm listening, so keep on talking." It works well with long-winded people; you can just type ... and they know that you're still there "listening."
